Kathleen (Kate) Walsh Carr and Harold C. (Harry) Rauner have ed the Board of Directors of The National Capital Bank of Washington (NCB). Both are seasoned community bankers, most recently with Cardinal Bank. Carr was the president of Cardinal’s Washington market.
