Sports wagering could be coming permanently to Pennsylvania Avenue SE. A company has applied for sports wagering license at the former Stanton Greene cocktail bar.

The company, Handle19, signed a lease in the spring to open a bar, restaurant and gambling facility at 319 Pennsylvania Ave. SE, which has been empty since late 2018. The for the license application is Shane August, CEO of the Virginia Beach-based August Holding Corporation which owns Handle19. The name is a combination of ‘handle’, the total amount wagered at a site for sports betting, with the year the venture got off the ground, August told sports betting newsite sportbetting.legal last year.
Handle19 has applied to add Sports Wagering to the restaurant’s ABRA Class “C” Restaurant license. That application will be considered on Sept. 8th at the full meeting of Advisory Neighborhood Commission (ANC) 6B.
By law, the opinion of the ANC must be given “great weight” when it is considered by DC agencies such as the Alcohol Beverage Regulation istration (ABRA), which issues licenses to sell liquor, or the DC Office of Lottery and Gaming, which regulates sports betting.
The roll call hearing is set for Oct. 26, 2020 and protest hearing for Jan. 6 2021.
DC was the first jurisdiction in the area to approve sports betting with legislation ed in December 2018. DC Lottery launched its sports betting app, GambetDC, in May of this 2019.
However, when COVID-19 temporary put a halt on sports, it delayed the start of sports betting, as well as the tax revenue it was to generate. That amount was expected to be as much as $91.4 million over four years.
Application Details
ANC Alcohol and Beverage Committee Chair Chander Jayaraman (6B08) wrote in an email to constituents that the Handle 19 application indicates a maximum capacity of 199 people overall, seating for 66 people. There will be a total of eight betting kiosks.
The application does not include a sidewalk cafe. The hours of operation and sale of alcohol in the application are 11 a.m. to 1 a.m. Sunday through Thursday, and 11 a.m. to 2:30 a.m. Friday and Saturday.
Dining is planned for the smaller main floor which has a relatively small dining area while the larger floor would be used for the viewing of games, Jayaraman wrote, as well as being where bets are placed. The “teller” to pay out winnings will be housed in the basement.
The applicant is required to have a written security plan and plan to have a security guard at the front door, Jayaraman said.
