Where No Candidate is Running for ANC: Ward 6

Voters will choose their representatives on the Advisory Neighborhood Commissions (ANC) in the Nov. 5, 2024 election.

ANC Commissioners are elected, unpaid government officials who each represent about 2,000 voters in the Single Member District (SMD) in which they live. Voters elect the commissioner for their SMD to serve a two-year term.

Commissions meet once a month, often in addition to meetings with subcommittees, to consider issues of concern to their constituents such as ABC licensing, development, roadway improvements. Commissioners also advocate for other resident concerns. By law, the recommendation of the ANC must have great weight with District agencies.

No Representation

Some ANC seats have no candidate declared with the DC Board of Elections (DC BOE), meaning there will be no name on your ballot. However, you can write in the name of a candidate for those seats. The candidate has seven days after 5 p.m. on the day of the election to affirm their candidacy.

No-one is on the ballot to represent ANC 6C01, where traffic safety advocate Christy Kwan has retired after one term as commissioner (and multiple years as the ANC’s Transportation Committee Chair). ANC 7D02, representing Parkside-Mayfair was vacant in 2022-24 and so far, no candidate has stepped forward to represent residents.

ANC 8F

Additionally, nobody is running to represent ANC 6/8F05, the seat currently held by Clayton A. Rosenberg. Rosenberg pled guilty in August 2024 to a federal charge of wire fraud for offenses committed 2020-21. In August, ANC 8F asked the Office of ANCs to vacate the seat. The matter was pending as of publication. 6/8F05 is located south of the SE Freeway, between South Capitol and New Jersey Avenue SE.

One notable write-in candidate is in ANC 6B08. Chair Edward Ryder had decided not to run again as his growing family expected to move out of his SMD in 2025. However, when nobody declared for the seat, and with the move going slower than expected, Ryder has declared his write-in candidacy. Those wishing to cast their vote for him should write “Edward Ryder” in the spot indicated for 6B08 on their ballot.

ANC 6B has two other vacancies. SMD 6B04 is currently represented by Frank D’Andrea. He will be stepping down after a single term. Kasie Durkit will step down from 6B05 at the end of October. There is no one on the ballot in either race.

DC Code dictates that a vacant ANC seat is not filled if it is vacated within 6 months of an election, as is the case for 6B05.
But hope is not lost. The deadline to get on the ballot was Aug. 7.  As of Oct. 14, DBOE was unaware of a candidate who has put their name forth for either seat. But if someone wanted to run as a write-in, they still could! Residents would simply write that person’s name on the ballot. The person named would have to file as a candidate (to accept a win and prove they qualify) within seven days of the election. See https://dcboe.org/candidates/anc-advisory-neighborhood-commissioners
If nobody takes the post in the General Election,  it can be filled in 2025. If more than one person wants to be Commissioner, there could be an election in the new year –held by the ANC at a declared location with assistance from the Office of Advisory Neighborhood Commissions (OANC).
But if only one candidate steps up in 2025, they must file a petition with the Board of Elections. If they qualify, the position will be deemed as filled.
